Yes for charging for the class. Think of it as they are the only school that offers that class.
What do you mean by volunteering? You don't get paid for those hours or you get paid but at your normal hourly rate (and not the increased rate for that job)? Because as long as you get paid your normal hourly rate, it should be fine - they don't have to pay you the hourly rate for that type of job.
Working without being paid? I'm not sure about that - I would check with the Department of Labor in your state.

Reply:It doesn't sound right to me. But employment laws vary by state. Contact your state's Wage and Hour Division (some states call it something different). But this truly sounds illegal, especially the part about volunteering your hours.
