Emphasize to potential customers that you are a certified and trained firm to weed out the economic and legal horrors associated with hiring an ill-equipped or fraudulent applicant. If helpful, cite examples of what has happened to companies which have not well-screened their employees.

You could make cold calls to businesses that would be in needs of services like your company provides and make appointments to meet with said companies just to get your foot in the door.
Perhaps a few ads online might help as well.
Does your company have a website? You could provide examples on how your services might beat that of a competitor.
